Unfortunately, there is no package manager (actually, bower did not exist back then). So, yes, the libs are committed directly to the repo.
Feel free to submit a PR. I have not used hammer.js, you think it integrates with the existing jQuery UI code?
I'm not sure how well hammer.js harmonizes with jQuery UI. I will probably take a look at it at the weekend.

There is currently no support for touch. I would suggest integrating hammer.js. Do you use a package manager like bower? Or do you commit the libs directly to the repo.
If you want, I can submit a PR.
