Allow dragging menu items to filetypes to move/copy

Try

1. drag a menu item onto one of the rules

Expected

• should either move or copy the menu item into the destination rule

Actual

1. Rule is deselected
2. So no menu items are shown

After reselecting a rule you see that the menu item has not been moved or copied
