Disabled zoom control in 2D and 2.5D #130

When viewing the map in 2D or 2.5D the zoom control does not work. Assuming this is by design we should have zoom control buttons that indicate the feature is disabled in this mode (e.g. greyed out buttons).

Is this by design? Why can't the user zoom into the 2D or 2.5D maps?

If by design, Jenny needs to create the disabled images.
