Fix for README, playbooks, CONTRIBUTE, and docker config

Summary

This PR contains the following fixes:

• portal-help and documentation renamed to widget and docs for:
  • Antora playbooks
  • UI bundles
  • Docker config files
  • Files where any of the above is mentioned.
• Removes duplicate README and merges relevant content into README.adoc. "Non-relevant" content is merged into CONTRIBUTE.adoc.
• Contributing docs are edited, reformatted, and rewrtten.
• widget CSS padding is updated.
• Also merged changes from #50 since its a small change and directly impacts ui-bundle/ui-bundle-docs and would generate merge conflicts for either PR.

@huyvankobiton , I assume me renaming some things broke the Jenkins integration, however I don't have read/write access for Jenkins to check it out. Could you help confirm everything is good on that end? Thanks!

Hi @internetisaiah, I suggested some changes in the package.json file as above. With the Jenkins file, I will create a pull request then you can review and merge to the main branch. Then, DevOps Team will re-check and process to deployment to the server. Thank you
