Re-add internal nav for doc pages #94

Summary

Fixing the internal nav that was removed in a previous commit:

I re-added the original content from before #84
I commented out the CSS to remove the version number while maintaining the in-page section nav.
If in the future we want to start versioning the docs, we can uncomment this code.
