This depends on the locale set in the settings.

Under "Date and Time"? It's gone. I've looked everywhere else and can't seem to find it. Even the documentation doesn't have it.

There is no English locale in the list that supports 24 hour format, so you have to edit the file .kobo/Kobo/Kobo eReader.conf. Under [ApplicationPreferences] look for CurrentLocale and set its value to en-GB.

I am pretty sure there used to be an option in Date & Time under Settings to allow changing time format.
