In case it's helpful, here are some screenshots of what can appear in ODK Briefcase if the password is incorrect but "Require authentication to see forms and submit data" is unchecked.

I think it can happen anytime "Require authentication to see forms and submit data" is unchecked and Briefcase has the following configuration, where the URL is correct (and contains the correct username of the project owner) but the username or password is wrong: image
