Update encryption instructions: ODK Briefcase to Central #350

Replace references to ODK Briefcase with ODK Central since Briefcase is no longer being supported (see warning posted at the top of this page: https://docs.getodk.org/briefcase-intro/)

Also replace old Java link (which currently 404s)
