Notes

All pip dependencies have been updated too.

• unicodecsv has been removed
• pandas removed support for xls file
• Use new STORAGES instead of DEFAULT_FILE_STORAGE
• Use Psycopg 3.x
• Use PyMongo 4.x

I took a quick look, same comment as kpi about storages.

I see this is on Python 3.10 while kpi was downgraded to 3.8. We should be consistent and IMO 3.10.
