Add start-geopoint to formbuilder #2919

Description

This allows recording a GPS location in the background when the form is opened. See https://docs.getodk.org/form-question-types/#geolocation-at-survey-start.

This could just be another tick box in the meta questions section / sidebar within the formbuilder.

Note: Forms with this question type do not yet deploy due to our pyxform version.
