Support xml-external question type in formbuilder #3019

Description

The formbuilder doesn't yet support the xml-external question type. Opening a form that was imported from XLS that contains it results in an error message. See https://xlsform.org/en/#external-xml-data.

This is necessary for https://github.com/kobotoolbox/kpi/issues/2767.
