Trash bin garbage collector does not reset status of tasks being in progress for a while #5043

Description

Deleting a project can take a while but should not take more than one day. Some projects are stuck in trash bin for more than that in progress.

Expected behavior

Garbage collector should mark these tasks as failed.

Actual behavior

Tasks are still in progress after many hours
