Addes CI via Github Actions to the Project Builds the NoteblockAPI with maven

Hi @T0biii! Thanks for PR! What would be the benefit of using Github Actions instead of Jenkins?

a i thought you got no CI because of the fact that you cant add the Dependbot so i added a Github Actions for it.

But if somone fork the Repo he got also a CI and dont need to setup a Jekins Server :)
