code checker: failed capture service state #10524

What happened?

if the capture service fails it shows as empty

Oh, anyway, since we had this issue previously (postmortem section), we changed how capture works. right now we are capturing images from https://iframe-to-blob.pages.dev/iframe?url=art_url. We can't depend on capture service on a serverless environment yet (vercel, cf-worker)
