Update ParaSpell to -> v1.1.12 #6367

What happened?

Basilisk and HydraDX Parachains recently switched to XCM v3 which causes teleport to not work. This along with other 21 Parachains was patched in recent release 1.1.12. The update will not require any change in code. It was patched in following issue https://github.com/paraspell/xcm-sdk/issues/37 .

Please reproduce in steps

Add newest version of ParaSpell to package.json .

Expected Behavior

Update ParaSpell to the newest version.

Bump: 1.1.12 version out (No breaking changes still) we needed to add support for call serialization for XCM-API we are developing.
