(GBS) implement timer+Vblank interrupt #23

GBSs that use timer+Vblank.zip the current version of Game Emu Player doesn't play GBSs that make use of the timer+Vblank, they just stay silent. attached is a zip that has some GBSs that have the timer+Vblank ability

Please look at this other fork, it may actually fix your issue. If not, it is more likely to actually fix it, ever.
