added skin setting to set a default palette for the color picker. #224

default is basic when skin setting is not set (should help users with low end systems)

The current default palette (rainbow) can not only be painfully slow to load on low end systems but also can crash Kodi on them. examples: Pi, Fire TV Stick, etc
