Add Atari 800 controller, update Atari 5200 controller #292

Description

This PR adds a controller for Atari 800 (based on the Atari 2600 controller, but with a buttonmap specific to the atari800 emulator). It also updates the Atari 5200 controller for the atari800 emulator (and is also included in the a5200 emulator buttonmap).

How has this been tested?

Testing in progress.

Merging to reduce technical debt of getting stuff into my test builds, and also makes it easier for non-retroplayer builds to test the atari buttonmaps.
