[Backport] Move callback initialization after retro_init() #122

Description

Backport of https://github.com/kodi-game/game.libretro/pull/121. Fixes segfault when launching Mesen core.

How has this been tested?

Included in latest round of test builds: https://github.com/garbear/xbmc/releases
