Support for recent DPDK and move from travis to Github actions #503

Recent DPDK use a pkg-config build system, so there are a few changes.

Also, travis is paid and does not work anymore, so I moved to github actions (auto-enables itself).

I also had to re-generate "configure". I added an autogen.sh for the task.
