why this popular lib about gif dont support create a new gif only by some pictures

i wanna write a gif editor tool , and i want to use this program to create a new gif file by some png pictures, but i believe this program donot support it! so why not realize this feature!

there are many programs available for converting PNG to GIF, such as ImageMagick.
