Using "Select all" and then "Set Selected" allows you to enter bid scores on conflicted papers

Problem: You're able to bid on conflicted papers

Steps to reproduce:

• Have a search screen that has papers on it, including conflicted papers
• Bottom of the page, select "(or select N)"
• Bottom of page, select "Set Selected"
• Enter a number, click "Go"

Result:

Expected result: Conflicted papers don't receive bids; I have no idea how the internal assignment algorithm works and if the bid would overrule the conflict.

So this is not actually a bug. There is no harm in entering a preference for a paper you're conflicted with. The UI doesn't normally show the text entry, but the backend allows preference entry.
