Unexpected behaviour: filtering by tags in Review Preferences goes to Search #332

Expected behaviour: When in the review preferences page, if you click a coloured tag on a paper, it takes you to the review preferences page filtered by that tag, where you can set review preferences for just those papers.

Actual behaviour: Clicking on that tag takes you to the search page, where you cannot set review preferences.
