Role selector in groups #784

Currently groups like ministries, political groups implicitly map to system 
defined roles.

This is problematic if we want to define custom roles for political groups, 
ministries etc.

TO DO:

Add a role selector in the group creation forms. Which will select the 
underlying role for a group.
