Support new tagger Z3D-E621-Convnext #1257

Currently support models like the swinv2 tagger, but since some pony models use e621 style tags. I would like support for the Z3D-E621-Convnext model.

The repo have tags-selected.csv but doesn't have selected_tags.csv which is used in the tagger script. And the csv seems to have another format. Is the e621 format polular and are there any other repos with the same format? It is a bit hard work to support only one repo.
