Unable to localize robot on map #114

I am trying to localize live ouster lidar data on map.pcd (3D) file created by our own using hdl_graph_slam. But it is not localizing my robot on map. ouster lidar - OS1 64U ubuntu-20.04 Lts ros -noetic Please give solution.
