#99 Add program pages and change home page look

Resolves #99

Brief description

Add programs pages and created a data store. The data store feeds the program pages as well as the featured program component on the home page. The featured program component data can be changed by setting a flag. Added animated backgrounds using three.js with selection controller on the bottom left hand side of the landing page. Set the main accent color to #FFCF21
