As a blockchain engineer, I want a solid foundation for koinos p2p microservice, so that I can be held accountable for the code I am about to produce.

[x] Create a barebones go module, main function and test suite (#7)
[x] Import all known required go modules (koinos-types, libp2p) (#8)
[x] Hook up CI / code coverage (#9)
