[x] Create koinos-types-golang and prepopulate with generated go code, proper go.mod, tests, etc. (koinos/koinos-types-golang#1)
[x] In Koinos Types CI, on a single build (probably coverage build) if the branch is master, copy generated code in to koinos-types-golang and push master. (#103)
[x] Check/update golang projects to use correct go module and remove koinos-types submodules (#104)
