Using the `Ideographic` property #1

@kidayasuo @xfq Here's the list of code points that have the Ideographic = Yes but neither the script nor script_extensions have Han.

Looking at this, it looks like this is about the same question whether we want to include Tangut, Khitan, and Nushu. Do we have a consensus on this point?

I found @xfq already mentioned to include Tangut, Khitan, and Nushu. Let me try using Ideographic property.

@kidayasuo, it was very valuable to review the diff between Script/Script Extensions and Ideographic. It helped improving the quality of the data. Thank you for the idea.

At this point, it looks like the diff is small, and where they differ, using the Script and Script Extensions looks more reasonable than using the Ideographic property to me and @xfq. Please see the diff review for more details.

I will close this issue on 31st Mar if there are no objections.
