Add other requirements for hideout modules than the items #145

Mainly PMC level needed to unlock the trader pre-req. I think this would be useful for those who are wondering if they need to keep a bunch of car batteries, pressure gauges, etc at or past a certain level. If you're at lvl 23 you might want to sell off any spare batteries you have, but still save any spark plugs until lvl 30 or something like that. If you're going for solar, yeah, you have to build everything.
