The tray baloon is incompatible with Unicode #16

What steps will reproduce the problem?
1. Set a name that contains Unicode characters (ș or ț will do)
2. Send a file to yourself
3. The balloon will have garbage instead the Unicode characters in your name

What is the expected output?
The correct Unicode characters.

What do you see instead?
Garbage.

What version of the product are you using? On what operating system?
Giver 0.1.8 on Ubuntu Intrepid

Please provide any additional information below.
Mono version 1.9.1
