Get CXX/LD/etc from envvars, if set #81

What steps will reproduce the problem?
1. export CXX=arm-linux-gnueabihf-c++
2. make

What is the expected output? What do you see instead?
`g++` is used as $CXX instead of `arm-linux-gnueabihf-c++`

What version of the product are you using? On what operating system?
re2-20130115 on linux
