Re-Organize Kokkos Tutorials Repos

Problem: There are two Kokkos Tutorials repos: the public kokkos-tutorials with student exercises and some slides (rather out-of-date), and the private Tutorials, a hodge-podge of release briefings, tutorials, misc. presentations, templates and scientific meeting information.

Solution: Re-organize materials in the repos by activity.

• Create / modify existing one "kokkos-tutorials-general" public repo with all tutorial / educational materials, include a README detailing Quick Start recipe for standard Kokkos build
  • Establish pattern for different levels of education, e.g., "kokkos-tutorials-general," "kokkos-tutorials-absolute-beginners", "kokkos-tutorials-intermediate," "kokkos-tutorials-advanced," "kokkos-tutorial-chatgpt/AI," etc.
• Create "kokkos-release-briefing" public repo, and move release briefing slides into the new repo
• Create "kokkos-project-templates/branding" private repo for LaTeX templates, Powerpoint templates, Kokkos logos, etc.
• Create "kokkos-scientific-meetings" semi-public repo for KUG information & presentations
  • move individual scientific meeting materials out of the main Kokkos project
• (optional) "kokkos-scientific-publishing-datasets" to provide for reviewers
