Changinig gtags to work with Sublime Text 3 #13

Hi, I am new to programming, and I gave a shot at modifying the plugin to work with Sublime Text 3(the version I am using), I have tried it on my machine and it works, if you can test it again and merge it so that others who are using Sublime Text 3 and want to use gtags can use this plugin.
