Split the User's Guide into User/Developer versions #110

Ever since version 1.6, the User's Guide has contained information
irrelevant to most users (the onsets/rhymes table). With the addition of
config files, a great deal of information is now useless to the average
user. Rather than clutter the guide, we'll split this information off into
its own guide.

I'm hesitant to call it a "Developer's" Guide, since plugin devs and
technical users will also find it worth reading --in fact, WZ's actual
developers will probably find it too sparse on C++ details. So... maybe an
"Advanced" guide? But that doesn't sound right either. A good naming
session is in order.

"Technical" guide... but that will drive everyone away...
"Advanced Technical Guide"? Too strong.
"Programmer's Guide"? Might as well just go with "Developer's Guide"...

How about "Hacker's Guide"? Kind of like the sound of that.....

Still haven't started on this yet. Some other functionality issues remain.

Split complete. New User's Guide complete. Hacker's guide has at least all the 
old information. New information will probably be added after the release, 
since it's such a vast topic.
