Elevate some static const settings into the config file. #139

Version 1.8 was concerned with the config file in general, so the list of 
allowed options was intentionally kept minimal. For version 1.9, we should make 
the system as configurable as reasonably possible.

The number one setting we need to elevate is "disableUpdateCheck", since 1.9 is 
the first version that will trigger the check for a new version of WZ. Thus, 
people will be confronted with a new speech balloon... so they should be able 
to disable this if it's found to be annoying.
