Add prometheus metrics and health checks endpoints

Add monitoring endpoints

• workqueue prometheus metrics
• total apis created on kong (gauge metric)
• apis failed when creating on kong (counter metric)
• health check endpoint

Closes #35

Validating Kong version will warn instead of exiting an unsupported version is found.
