Per https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners/about-github-hosted-runners#supported-runners-and-hardware-resources, the macos-11 label has been deprecated and will be removed this Friday, June 28. I've removed it from our matrix and added the now-available macos-14 in its place.
