documentation versioning #323

We have a problem with our documentation related to versioning.  At the moment 
the wiki just has one version of the documentation which may or may not 
correspond to the various versions of ClearTK.  We need to figure out a way to 
version the wiki to correspond to different versions of ClearTK (perhaps the 
wiki front page will point to different versions of the wiki.)  Or we need to 
move the documentation into the code and release the documentation with each 
release.

As of revision 20a3153db63444d131358c8a1126d4eed9ea50a9 the ClearTK API 
documentation is now available at:

http://cleartk.googlecode.com/git/apidocs/1.3.0/index.html

The older versions are also there - just substitute 1.1.0 or 1.2.0 for the 
1.3.0 there now. I've also updated the Developer FAQ to explain how to publish 
the Javadoc there when you make a release.

I've also pointed all the API documentation links on the site to the 1.3.0 docs.
