(the submodule setup is kinda awkward for the "improve makefiles in both projects" task, as the submodule needs to be updated on every step of the way, so i got to spoon-feed the improvements in tiny increments. haven't figured out yet how to do it more efficiently...)

Yeah it's the classic case of having to update the library and the project using it to validate the changes. Not ideal.
