when wiji gets a sigterm, it should ensure that any state is consistent;

wiji should stop consuming tasks from broker
any dequeued task should be allowed to come to completion
any chains in dequeued tasks should be allowed to come to completion
robust tests for all this
look at what celery does in these cases
maybe have state machine for tasks etc.
