Maps Are Not Appearing #166

Problem

The OpenLayers maps are not loading on the site due to a JS error. It may be related to a recent OpenLayers JS update

Solution

Replace OpenLayers-hosted JS with locally hosted file retrieved from an early OpenLayers commit
