The GitHub CLI command used for PR creation is not included in the Go container. Split the job into two, so gh command can be used and fix it.
Fix newline at EOF which would make the tool insert an unwanted empty line between the last and the newest participants.
Tested in https://github.com/tnevrlka/qe-tools/pull/5 which automatically created https://github.com/tnevrlka/qe-tools/pull/8
