Update WakefulIntentService or use alternate approach #703

I'm getting some stuck wake locks reported in my Developer Console, in ~2-3% of sessions. The 90th percentile is that the wake lock stays open ~20 minutes, and the 99th percentile is 1-2 hours. It's not so urgent I need to drop everything, but it's not a good situation.
