This moves the upcoming bills endpoints to the Pro Publica Congress API, and removes the last vestiges of the Sunlight Congress API code.
While I'm sure there will be bugfixes and tweaks to come, the app is now fully migrated to the Pro Publica Congress API. Huge thank you to @dwillis, who has been incredibly responsive and helpful throughout. This migration would definitely not have been possible without Pro Publica's, and Derek's, commitment to support the work.

This is House-only. Pro Publica hasn't started scraping/parsing Senate data yet, so there may be changes there. But if the fields stay constant, it should Just Work when added server-side.
Pro Publica is also skipping draft unnumbered bills (e.g. H.R. ____). The Sunlight API skipped these too. However, I've prepared the client code to gracefully handle misformatted or missing bill IDs, so that it's easy to start handling these.
Instead of formal bill titles, we're just displaying whatever description text is on http://docs.house.gov/floor/. For example, Improving Access to Capital Act, as amended instead of just the name of the bill.
