When people want to read an oversight report, it's usually because they care in substance about the topic of that report. And many times the same substantive issue will draw attention, and generate reports, from a range of different oversight bodies. If the garden has both an IG report and a GAO report about the same issue, it would be nice to group those together somehow for the user.
As a first step, even being able to group items by agency would be great. So both reports generated by the EPA's IG, and reports from GAO that pertain to the EPA, might be accessible on an EPA page. Even if this weren't perfect, and were couched as such -- "potentially relevant reports" -- it could be good.
Another alternative might be to give users some way of flagging the potentially-related relationship between any pair of reports on the database.
