Upgrade fabfile to Fabric 2 #224

This updates our fabfile.py for the new Fabric 2 API. I tested it out by doing a deploy, and it seems alright.

Differences:

No more global configuration settings, instead a list of hosts and connection options is applied to each task.
Tasks are defined by decorators now, and not all top-level functions act as tasks. A context object is passed as the first argument.
Result objects from executed commands no longer act like strings.
