What's in this PR?

Updates the go version in both nifikop and the nifikop-build images to 1.19. This will require a push of the new build image to ghcr.io.

Why?

To stay up to date

Once ghcr.io/konpyutaika/docker-images/nifikop-build:1.19 is pushed, i will update the circleCI config to use the new image.
