The only difference is that there are way too many different hansards to fit on the x-axis in the top visualization. Perhaps you may hide the ticks from the x-axis to avoid the clutter

Check out the Javascript code in by_hansard.html. The http://c3js.org library is used to generate the chart, its documentation should tell you how to tune the axis parameters.
